The Government of Telangana augments for overall upliftment and development of Textile / Powerloom Industry in the State have earmarked a budgetary allocation of Rs. 868.32 crores during the year 2018-19.
The Textile Park, Siricilla was established in the year 2002-03 with a total Project out lay of Rs.773.39 lakhs comprising of Rs.428.78 lakhs from GOI and Rs.85.73 lakhs by State Government and Rs.258.88 lakhs from others to generate direct employment to 7000. In order to take up Pipeline works from LMD at Ragadu Village the Government have released a sum of Rs. 2.75 crores in the year 2014-15 and the works are under progress under the coordination of Public Health Department.
Apart from above the District Collector, Rajanna Siricilla has further submitted proposals for an amount of Rs. 638.00 lakhs to accomplish certain spill over works at Textile Park. An amount of Rs. 141.31 lakhs, Rs. 251.43 lakhs from sale proceeds of plots and Rs.245.26 lakhs from Modified In-situ Upgradation of Plain Powerlooms aggregating to Rs. 638.00 lakhs has been released during the year 2017-18 and 2018-19 to the District Administration to take up Spill over works at Textile Park, Siricilla on war foot basis.
The IL & FS has further prepared and submitted proposals for an amount of Rs. 88.04 lakhs towards Refurbishment of works of the existing Training Centre at Textile Park, Siricilla and List of Machines to be installed at Training Centre at Textile Park, Sircilla for enabling the Kay Ventures to commence their Training Programme.
The final DPR for establishment of CFC with an outlay of Rs. 2604.20 lakhs has been approved by the Government and will be taken up in short period of time.

The Apparel Export Park, Gundlapochampally was sanctioned by Govt. of India and State Government in the year 1998-99 under Apparel Park for Export Scheme (AEPs) to be established in 173.86 acres of land at Gundlapochampally in Rangareddy District with a total Project out lay of Rs.1408.14 lakhs comprising of
Rs.657.68 lakhs from GOI and Rs.287.00 lakhs by State Government and Rs.463.46 lakhs from others. The Park is under the administrative control of TSIIC.
The Government with an initiation to make the park viable and to establish Fashion School at Gundlapochamapally has appointed Dr. N.J. Rajaram, Ex-Director, NIFT, Hyderabad as CEO to Apparel Export Park, Gundlapochampally.

The Textile Park, Malkapur was sanctioned by Govt. of India and State Government in the year 2003-04 in 50 acres of land at Chouttuppal Mandal in Nalgonda District with a total Project outlay of Rs.331.03 lakhs to be funded completely by the State Government. As per the Revised DPR, the State Government have sanctioned and released a sum of Rs. 5.00 crores to fill critical infrastructure gaps in the Park during the financial year 2014-15. The Infrastructure works are going on as on date in the park.
Handloom Park, Gadwal was sanctioned in the year 2006-07 basing on the recommendation of Expert Committee and proposed to be established at Gadwal in 50 acres of Government land in Sy.No.368/A at Poodur Village of Gadwal Mandal allotted to the Department of Handlooms & Textiles with a total outlay of Rs.821.24 lakhs.
Based on the need for revised DPR, the Government have decided to prepare the Revised DPR and entrusted work of preparation Detailed Project Report for establishment of Handloom Park at Gadwal. The IL & FS has conducted detailed study and submitted concept note for establishment of Handloom Park at 10.00 acres of land with an estimated cost of Rs. 1498.01 lakhs in first phase. The Hon’ ble Minister for Handlooms and Textiles has laid Foundation Stone in 10.00 acres of demarcated land at Handloom Park, Gadwal on 31.01.2018.
The State Government with an initiation to develop Apparel Sector and to generate employment at large has setup an Apparel Park at Siricilla in Government land admeasuring 64.39 acres at Peddur acquired by the Handlooms and Textiles Department for setting. IL & FS Cluster Initiatives has prepared and submitted DPR for an amount of Rs. 174.86 crores to be implemented in (3) phases. State Government has released an amount of Rs.20.00 Crores under Special Package Budget of B.C Welfare Department to take up various infrastructure works at Apparel Park, Siricilla during the year 2017-18.
M/s. Kay Ventures Private Limited., Tamil Nadu has entered MoU with the Department of Handlooms and Textiles, Government of Telangana to set up Apparel Super Hub in 20.00 Acres of Land at Apparel Park, Siriclla. Necessary infrastructure works are being taken up by the TSIIC.
Under the scheme it is proposed to setup (1104) powerloom units, (4416) Powerlooms will be provided to individual powerloom worker. IL & FS has prepared and submitted the final DPR with a project cost of Rs. 386.88 crores which is under approval of the Government.
So far the initially the Government have sanctioned and released a sum of Rs. 10.00 crores during the year 2017-18 under Special Package Budget of B.C Welfare Department towards infrastructure works at the proposed weaving park.
The Hon’ble Chief Minister with an initiative to get back the migrants depending on the weaving profession migrated hither to textile clusters such as Bhiwandi, Surat and Ichalkaranji to the Telangana State have set up a Mega Textile Park at Warangal catering the needs of various Textile Units from Cotton to Cloth. So far 1190 acres of land has been acquired for Kakatiya Mega Textile Park, Warangal. The Hon’ble Chief Minister has laid down Foundation Stone on 22.10.2017. (22) Entrepreneurs from India and abroad have entered into MoU with the Government to set up their units with an estimated budget of Rs. 3400.00 Crores and to provide employment to (23,800) workers.
State Government have released an amount of Rs. 25.00 Crores to the TSIIC, Hyderabad under Special Package Budget of B.C Welfare Department during the year 2017-18 initially towards infrastructure works in the Park at Warangal.
1) Handloom Park at Pochampally and 2) M/s Whitegold Spintex Private Limited, Ibrahimpatnam, Rangareddy District under PPP model.
Government in order to redress the plight of Investors of (108) Textile Units in the Textile Park, Siricilla have decided to extend 50% Power Tariff Concession for a further period of (5) years i.e., from 01.01.2010 to 31.12.2014 to (108) Unit holders of Textile Park, Siricilla, Karimnagar District excluding FSA Charges. The State Government have sanctioned and released an amount of Rs. 8,87,56,512/- (Rupees Eight Crores Eighty Seven Lakhs Fifty Six Thousand Five Hundred and Twelve only) during the years 2015-16 & 2017-18.
During the years the park has sustained huge revenue turnaround. In order to overcome this problem has decided to revive the park under NHDP. It was been decided to extend financial support for revival of Pochampally Handloom Park, Pochampally by way of grant of Rs. 32.00 crores in 50:50 ratio to be shared both by State Government and Central Government. An amount of Rs. 15.00 crores each to be released towards repayment of loans and Rs. 1.00 crore each shall be released towards working capital. The GoI have released its share of Rs. 15.00 crores.
The State Government have released share of Rs. 15.00 crores (Rupees Fifteen Crores only) during the year financial years 2016-17 and 2017-18.
